TRADE UNION STRATEGIC RESPONSE TO THE CHANGING MANAGEMENT PRACTICES: THE CASE OF PHILIPPINES

Leda Cenellada Celis

This study has shown the changes in the pattern of work,
highlights some specific challenges and new developments in
industrial relations particularly those to the sharing of power
influence of trade unions. This study has likewise presented the
status of Philippine trade unions from the time of their
inception to the contemporary environmental structure. My
findings will first deal with the assessed trade union status in
the Philippines and thereafter on the changing management
practices that challenged their role at the workplace. The last
part explains the rationale why trade unions should adopt the
strategic responses recommended and thereafter my concluding
statements

Structural adjustment in Jamaica 1977-1994: impact on labour

Minott, A. Harold

There is understandable unanimity among many commentators today regarding the calamitous effects that Structural Adjustment Policies (SAPs) have had on the populations of most developing countries. Yet there are some who would argue that SAPs are not intrinsically bad, and could bear
fruit ifimplemented and followed courageously. The World Bank (WB) has taken the position that
the effects are dual, i.e., opportunities are created for some, while the effects are wrenching for others [WB:1995:108]. Such bipolarity in assessing the impact and appropriateness of SAPs is widely reflected in an ongoing debate among Caribbean academics, the findings and prognoses of whom may be as diverse as the many .perspectives that are brought to the discussion [Theodore: 1992: 1-4].

Special Employment and Skill Development Programmes for the Disabeld:

Takor, Tabe Peter

The disabled people in Cameroon have for long experienced a noticeable increase in their social and economic exclusion from active life. This steady degradation in their socioeconomic
status originated not only from the negative societal attitudes towards the notion of disability and the inadequacy of existing 'facilities, but also from the sheer absence of the will to implement the seemingly attractive laws and policies that purport to address their employment and training needs. From a definitional standpoint, a disabled person is anyone who experiences significant limitations in one or several functions
because of a physical, sensorial or mental impairment or deficiencyl. As a result of the limitations and the accompanying negative societal attitudes, the disabled person experiences restrictions in his ability to fully develop his or her own potential and to earn a living commensurate with his or her innate qualities and abilities. These barriers are not only most apparent, but equally accentuate~, in Cameroon when the disabled persons put in tireless efforts to overcome the huge challenges of mainstream development, but end up disappointedly being discriminated upon on the basis of their physical state.

TRADE UNIONS AND THE NEW ECONOMIC POLICY IN INDIA: Perceptions and Responses under Neo-Liberal Reform 1980-1995

Krishna Shekhar La Das

This paper focuses on the impact of liberalisation on employment and trade unions in India during the period of
1980 and 1995. Though liberalisationlnew economic policy affect various aspects of people's lives, given the scope
of the paper I will limit around the issues of labour/employment and trade unions. The technical limitation of this
paper is also being recognised, since much of the substantive matter related to liberali~ationlSAPINEP is strongly
economic. While the very technical aspects of NEP/SAP may not be covered, the layman's analysis would be
provided to argue the paper's main points. This paper is also constrained by limited data and literature that would
assist with a more profound analysis, especially in relation to the Okhla industrial area.

The Upper Rung: A Study of Women in Senior Management Positions and the Glass Ceiling in Jamaica

Nelson, Caren

The current trend toward higher educational attainments among women compared to men is observable not only in the developed countries of the north, but also in the less developed countries. While this might be considered a less than ideal situation compared to equality for example, it is indicative of progress made by women in the post-war era. Yet, even as women catch up with men in the classroom, there remains a differential between male and female managers. In the case of Jamaica, this is especially true at the senior managerial level.
