The rise and popularity of TNCs and their complex global value chains have changed the dynamics of traditional labour regulation. Codes of conduct have emerged and become popular as a form of voluntary Corporate Social Responsibility initiative to set minimum standards of labour practice in the global value chain. But how effective are voluntary codes as a labour regulation mechanism in ensuring decent work in global value chain? The research closely examines the case of Qatar’s complex oil and gas industry value chain. As an indicator of decent work, the research closely examines occupational safety provisions in codes of conduct of Intentional Oil Companies, and critically investigates their effectiveness.
