In this thesis, the effect of the Low Emission Zone (LEZ) in Rotterdam, which was introduced at January 1st, 2016, is evaluated using a difference in differences approach with measured data on NO2, NO and PM10. There are data from 2013-2017 on 11 measuring stations in Rotterdam, Vlaardingen, The Hague and Amsterdam, from which 2 are in the LEZ and 2 are very close to the LEZ. No significant effect was found, which could very well be due to a shortage of measuring locations and confounding factors influencing the result. It could also be because the amount of NO2 emitted by cars has not gone down much.
