The European Standing Corps Officers in the eyes of the civil society in Albania

This thesis examines the factors that contribute to the framing of EU Standing Corps officers by the citizens of Albania. Utilizing a qualitative approach, the inductive research explores whether the socio-economic, cultural, and political factors influence public perceptions of the Frontex officers stationed in Albania since the agency's first joint operation outside the EU in 2019. Through detailed interviews and comprehensive literature reviews, the research reveals the multifaceted nature of Albanian citizens' attitudes toward these officers. The findings indicate that socio-economic conditions significantly impact perceptions, with communities in economically disadvantaged regions expressing more positive opinions towards the officers due to the potential for economic benefits, such as job creation and investment in local infrastructure. Cultural dynamics, influenced by Albania's diverse heritage and historical experiences with foreign interventions, also play a critical role. The study highlights that respect for local traditions and cultural sensitivity from the officers can foster positive perceptions, whereas any perceived disregard for local customs leads to alienation and distrust. Political narratives and media representations further shape public attitudes, with transparent and accountable governance practices enhancing trust in Frontex operations. Balanced media coverage contributes to informed public discourse, while biased reporting can distort perceptions and fuel misconceptions. The geopolitical context, including regional alliances and Albania's strategic position, also affects how Frontex's presence is viewed, with alignment of interests fostering cooperation and divergence creating tensions. Overall, this thesis underscores the complexity of public perception and the importance of a nuanced understanding of the interplay between various factors influencing the framing of EU Standing Corps officers in Albania. The research offers valuable insights into the socio-cultural and political underpinnings of public sentiment, providing a foundation for more effective and culturally informed interventions by international agencies.
