The challenges encountered by street-level bureaucrats in Vietnam.

Vietnamese street-level bureaucrats run into several challenges while performing their day-to-day activities. These challenges originate from several socio-economic and policy related factors. Lack of resources force the street-level bureaucrats to deal with these challenges using administrative discretion. However, in some cases this discretion goes beyond the level of public accountability resulting in dubious -and in some cases- corruptive actions.
