Policymaking provides a very limited space for action. Through the Poverty Reduction Strategy Paper (PRSP) policy process "Poverty" can be seen as a new field of politics in contemporary Nicaragua. Even though presented as a technical process, it is more about politics and the management of opposition for predetermined agendas to be applied willingly as they are nationally "owned".
