Thirteen years after Zambia reintroduced multi"'party politics (became the third Republic), the Constitution of Zambia still do have some problems which need addressing particularly with regard to policy making role of the Parliament (Wiseman, 1995:208). This is depicted by continued amendments which characterise the third republic. The Constitution of Zambia No. 17 of 1996 section 3 states that, "except as provided under this act, the Constitution of Zambia Act, 1991, and the Constitution schedule. thereto, are amended in sofar as they form part of the laws ofZambia"(National Assembly of Zambia, 1996: 9).
